(below) Stiff, heavy nylon netted pettis were worn under heavier fabrics such as felt or quilting, during The Era (Popularly known as "horsehair')
The push-down must have felt lovely on the legs! Also, the texture accommodated a unique skirt flow

In those days, you could see exciting skirts anywhere!
